The program now properly probes for the location
of /etc/localtime and the zoneinfo directory,
and distinguishes between legitimate Glibc

errors are now handled more gracefully. Support
for the TZDEFAULT, TZ, and TZDIR environment
variables was added, and a Traditional Chinese
translation and a Russian help file were added.

Russian language support has been completed and added to this release. An internal help system has been added with support for both English and Spanish. Keyboard shortcut support has been greatly improved. Some minor code cleanup has been done.
